Current Status

Phase 4 Ramp Relocation

In February 2018, Reece Construction Company began work in the 116TH Street ramp relocation project. This Tulalip Tribes project provides for the improvement of the 116th Street NE Interchange existing diamond interchange. The project includes constructing new I-5 ramps, structural earth retaining walls, storm water treatment facilities, signal, illumination, permanent signing, Intelligent Transportation System, and Temporary Erosion and Sediment Control, and other related work. All work will be completed in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications as posted here I-5/116th Street NE Interchange Improvements

Overview

The Tulalip Tribes, in cooperation with WSDOT, Federal Highway Administration, U.S. Bureau of Indian Affairs, Snohomish County, and the City of Marysville, are in the development of major improvements to the I-5/116th Street NE Interchange in northern Snohomish County.

The I-5/116th Street NE Interchange project is replacing the existing diamond interchange with a Single-Point Urban Interchange (SPUI) facility which will reduce congestion and provide more capacity. Key project elements include widening of all interchange ramps, HOV bypass lanes, ramp metering, replacement of the existing overpass with a wider bridge carrying more thru and turn lanes, bike lanes and sidewalks across I-5, and local road improvements resulting in improved interchange operations.

This project will reduce congestion, increase safety and support economic development in Snohomish County and in the vicinity of the Tulalip Tribes and the City of Marysville. This is a regional interchange project that is critical to WSDOT/FHWA, Snohomish County, the City of Marysville, Arlington and the Tulalip Tribes.

Gridlock - Without this project the interchange off-ramp backups on to I-5 mainline will be longer and more severe. 25,000 cars a day use the interchange and over 100,000 cars a day travel on I-5.

Freight Mobility - 46 million tons of freight and 11,000 trucks travel through this interchange daily. I-5 is a crucial freight corridor between the major ports of Seattle and Tacoma, and the Canadian market. Donna’s Truck Stop, located at the 116th Interchange, is the second busiest truck stop on I-5 between Seattle and Canada. Congestion at the interchange increases the cost of moving goods in and out of the region.

Transportation Choices - The project includes design elements that enhance Community Transit bus service, upgrade and complete missing ADA compliant pedestrian facilities across I-5, establish new HOV bypasses on the on ramps, and ramp metering. These improvements are integrated with and empower WSDOT’s recent ITS system improvements along I-5 for regional transportation management.

The project is being implemented in phases in order to improve traffic and reduce congestion as quickly as funding allows.
